Indoor snow for decorating

I've made a Cardinal sitting on a branch. I want to make him and his branch have a touch of snow. Any ideas for making snow like conditions for him w/o buying flocking or "snow in a can"?
This is my quilled cardinal. Not great but ,I'm new at this.

    How about using cotton balls. Shred them, stretch them, piece them.

    Use watered down white or cream acrylic paint run an old toothbrush through it. Using your thumb on the bristles just flick it off on the paper. Go light at first or practice on a piece of paper first

    I think acrylic, like betsy suggested, would hold up well. Fabric paint would too.

    White paint? Don't overload toothbrush and use STIFF brush not soft. And let the paint fall where it may.
