    Hello. Have you tried a double sided carpet tape?

    That is the million dollar question. You can buy "runner tape" which is a double sided tape that sticks your rugs or runners to carpet. It works for a while but then the rug eventually moves anyway and then when you remove the tape off your carpet, it leaves behind the sticky residue that holds dirt forever and you will always see where the tape was. So I don't have an answer, but for the love of God, don't use the double sided tape on your carpet!!

    You can buy matting like netting for the back of 5 x 7 rugs and attach your room rugs to it, they come in 5 x7 and larger and smaller. They are made to keep area rugs from moving. I just bought one to attach to a rug I am making. I got mine at Walmart

      I am so sorry you having trouble finding it. This is what I got. If you cannot read it, the brand says Mainstays in top left. I think it was in home section with or near the bathmats etc . A walmart helper can help you find it by putting this in their computer/phone app to know where to get it off the shelf.

    The only thing I've found to hold a rug in place is to tack it. Since you have carpet under the rug, I would think you would have to use longer nails with a small head to hold the rug in place.

    1. Measure the length and width of your area rug.


    2. Purchase a roll of double-sided carpet tape and a roll of nonslip rubber shelf liner. You will need enough shelf liner to cover the bottom of your area rug to within two inches of each edge.


    3. Turn your rug upside-down. Cut strips of double-sided tape to extend across the width of the rug, leaving a two-inch border on each side. Space the strips 12 inches apart.


    4. Cut the shelf liner to fit over the double-sided tape. You might need multiple pieces. Press the shelf liner down onto the tape, leaving no sticky areas exposed.


    5. Flip your rug back over, and position it as desired. The nonslip backing will hold it in place.

    Tape measure

    Double-sided carpet tape

    Nonslip rubber shelf liner

    Scissors

    Tip

    Over time, nonslip liners gather dust and lose their stickiness, so periodically replace the liner.
