What is the best procedure to start, i.e. sanding, priming, painting then stenciling?

Rick you have the process correct. In that order, then seal the wood. Cheers!

You should be able to purchase a combination primer/sealer at any paint store. The professionals there should be able to advise you on the best product for the job.
