Unless your planning on refinishing a table you probably want to check Craig's list or some local yard sale pages on Facebook.
I recently built a small table for my son's breakfast room. I bought the unfinished round table top from ChristianWoods. I saw it first on Etsy. Anyway, it comes in different sizes. I then built the base similar to what your picture shows but instead of round I did square to kind of give the whole thing a little more modern look. So the table top is round but the base is square. Turned out pretty good according to my son. Best thing is you can stain it or paint it any color you want. Wasn't hard to do at all. I attached the pedestal with my nail gun and also with screws.
Yep...Craigslist!
Second Wayfair. They have unfinished tables just waiting for your personal touch.
Take this and put a different base on it. https://providence.craigslist.org/fuo/6125965945.html

How about just Googling? That is what I do when looking for something.
I just bought a small, 24" diameter wrought-iron table from Walmart. Perfect for a corner of my side porch - doesn't take up the room that my large glass table did!
I have a maple pedestal table for $75.
Walmart has a small 24" wrought iron table that I just bought for my side porch. It's perfect.
Overstock for small tables/look @unfinished wood tables or furniture.
Here you go. This was truly easy to make. Lowes or Home Depot will cut boards for you if you don't have a table saw. My son is 6' 8" so he wanted a pedestal that wouldn't get in the way. I did look up pedestals online but most were too ornate for my son and were expensive. I wish you good luck!
Try the Joss and Main website. They have many in this style color and size you are looking for
you can get them anywhere from home depot, to your local Walmart or even get them delivered to your house from Walmart. they are called bistro tables, and are more popular toward the summer, they are usually just big enough to sit 2 people, and 2 small chairs. they come in different varieties of materials from cheap plastic to little bit more expensive metal.. and they run from around 100 bucks in price (a little bit less expensive when on sale, to around a couple of hundred bucks for fancy stuff. I personally thing the fancy ones are a waste of good money. because they are ALWAYS on sale during the warm months of the year.
I live in Colorado so no, not for your area. You might look at ads for a handyman. Good luck.
If you can think about not having a round table, check out IKEA. I have a very tiny living room/dining room. The square tables with two flip down sides does it for me. I can have coffee with a friend, but if more food and friends are required, then the sides can open up.
42" and we are in kelowna BC Canada.
