Take an embroidery hoop, paint it or leave it unpainted and hang it from a hook screwed into the wall. Be sure to use an anchor screw for better stability. Once you have attached the hoop to the hook, you could take a pair of pliers and close the loop of the hook to secure the hoop.
Here is one idea: get some lightweight jute rope and cut 2 lengths about 18 inches long. cut a wooden or metal broomstick or a piece of 1 inch PVC pipe to a length as wide as the towels you will hang and add 4 inches. Tie each end of the rope in the middle of the rope pieces. Bring the ends of the rope pieces together and tie knots. Then place decorative hooks in position on the wall and hang the rope towel bar.
Go for a nature walk. Find a tree limb that has already fallen, (but isn't rotten), debark it, drill a hole in each end so the holes are directionally on same side, then attach to wall with hooks and eyes or suction cups

If your decor is farmhouse or kitschy, put two brackets up like for closet rods and put an old rolling pin in the middle.
