Spray adhesives/glues are a great alternative.
I would not use a glue gun on photos to begin with. I would use a spray adhesive or glue stick. Lay out your design first on your work surface the spray board and work in sections. Then put something on top to weight down so they dry flat.
You can also use plain old Elmers. I love to see collages of photos that are confined to a specific shape, i.e. inside a heart shape or oval etc. A while ago it was the style to have a board with crisscrossed ribbons and have photos stuck in them. I think a collage works best if it looks kind of irregular and crowded.
i made one by affixing the photos to The cardboard within a large picture frame. Use a photo glue stick. Or, you can make one on a bulletin board using pushpins.
These work great, this is a removable dot. Make sure you get the green box, TEMPORARY!!! So you can change the pictures and doesn't damage your picture. Do not use the tiny dots, I use the 1/2". I had really old pictures.

You can make a collage of pictures on your wall using wallpaper paste and frame it in once you have all the photos in place.
