Use a ladder to prop on stairs and against the wall ur hanging the pics on. It was sturdy...a little nerve wracking but sturdy!
working with another person, you will have to create a type of scaffolding in the staircase. I had to do that to paint similar space. I was able to use a step ladder and some planks.
2 people, a ladder, a studfinder, measuring tape, pencil and hardware to accommodate the item being hung and a good dose of common sense.

I hung a few items in my stairwell by myself but not typically recommended.
