This is a brass, or some similar material. Not sure! The finish is off in spots. i would like to know how to refinish this lamp stand!i have tried nothing yet! You should be able to prime the base with a rusty metal primer then paint it with spray paint. The rusty metal primer "bites" into the existing surface and allows the paint to adhere to it. I hope this helps!
I have such a lamp I picked up for free a couple of months ago. I just intend to paint it with spray paint.
Rustoleum spray paint made for metal is good, it comes in several shades of brass and gold. I use steel wool 0000 to get it ready for painting.
I would use a good spray primer on it and then follow that up with a spray paint in a color to match your decor. If you want to keep a metallic look, Krylon makes very good ones.

Just scuff the surface to remove any shine and loose particles with a green kitchen scrubby. Rustoleum 2X spray paint for metal. Several light coats will give you a smooth finish. No primer needed.

Go to an auto store and buy auto spray primer. Then use Rustoleum color of your choice.
