You can make your vase "appear" to be stained using glass translucent paint or making your own by mixing food coloring with school glue which dries clear. To use the vase with water in it, you'd want to apply the glue mixture to the outside of the vase. You can customize the color and intensity by adding more food coloring to the small amount of glue.

Try the search bar at the top left to see if you can locate that original project but you could also try glass paints.
I'm not sure what you saw but I have seen faux stained glass done with a kit called gallery glass. It mimics the lead lines and then you paint. Another project I've seen is by using fingernail polish.
