do you mean like modgepodue? Dries clear so can see photos well.
Are trying to decoupage the photo on to something else ? In which case , you should make a copy of it and use modge podge.
If you are trying to paint on photo paper , I'd suggest acrylic .
That was Modge Podge or however you spell it.
If you are going over a photo modge podge is the only thing that would dry clear over a photo. Chalk paint looks nice around it
Are you trying to go over a picture so it looks like it's hand painted? Do you want the picture to show through or do you want to cover it fully with paint? or Do you want to put the actual picture on display? The first two would use paint, the last one Modge Podge. I asked because you asked what paint to use. I don't know much about style of paint for either of those techniques, but I want to be sure we're talking about the same thing you are.
