What is the crosscut blade on the cameo machine?

I bought a silhouette cameo machine from a garage sale site and it came new in the box but is missing the cross cut blade. What is that?

It is just a little tool to use to cut your vinyl when you are finished with whatever you've cut. I never use it. I just use my scissors.
I also was wondering because mine does not have the cross cut blade or at least one that looks like the one pictured in the guide.
