The inside shower curtain is called a liner and is plastic waterproof one. The one over the top of that is the fabric one and is used a decorative feature.
Sometimes there is a decorative curtain on the outside, and the main curtain that will hold back water spray on the inner one. If you can't put these together, then you will need to use both. Best wishes, J.

Usually you would put a liner on the inside and then the outer curtain would be dedecorative.

I have 2 shower curtains, one plain white for inside the tub so water does not run into floor. The second is for decoration and hangs outside the tub.
