How can I brighten up a large dark brown wall which isn't mine?
I'm living on the ground floor of a flat and I'm looking at a high brown wall that is covered in some kind of slates, which I don't like. I covered it with 'heather' which came down during a storm. Meanwhile I found out that I'm not supposed to touch the wall with heather or bamboo or even paint it because it's a common wall and need permission etc. This could end up in a costly business as my neighbours would like cedar which is very expensive here.
Any ideas?

I'd add contact paper which is easily removable when you leave!
Add lighting and mirrors to reflect the light. The twinkling fairy lights are easy to hang with command hooks which will not mess up the walls in any way.
Is this an outside wall?
Since it is a common wall and you aren't supposed to do anything to it, it seems to me that the best idea is to obscure your view of the wall with something you find more attractive. I am not sure from your post if you see this wall from the inside of your apartment, in which case covering the window with something that lets in light but blocks the view would work - like frosted contact paper or something. If it is your view from a porch or patio, perhaps hang a curtain off the ceiling of the porch or patio (if it has one) or add a folding screen to mask off the unattractive wall from your view. By masking off your view of the wall only (rather than changing the wall), you avoid having to invest in improving a wall that will never belong to you.
