If the wall is clean, flat, smooth, and in great condition you can directly over it. There can be no chipping, flaking, or spalling of the concrete. The adhesive is also the mortar joints. My crew and I installed a lot of Z Brick back in the 70's. Inside and outside.
I would ensure the wall is waterproofed before spending money on the brick.
