First purchase a wallpaper “scorer” at your home improvement store. It is palm sized and has little “teeth” to put small holes in the wallpaper That allows water or wallpaper remover to get behind the paper and work. Then use a solution to wet the paper and often you can take a large spatula like putty knife to scrape it off. The easiest way is to rent a steamer and you should be able to pull it right off

There is a tool that is rolled around on the wallpaper that makes lots of little holes in it. Any hardware/paint store will have one. Then you can spray warm water mixed with vinegar all over the wall. I would try using 1 part vinegar to 2 parts hot water. Sometimes you have to let it sit a few minutes and then you scrape with a putty knife. It should have a slightly beveled edge on it so it is a bit sharp. Make sure you keep the knife blade from gouging the wall. It must be kept flat. It is best to start at a seam that is a little loose. If your paper is old, sometimes you can find a loose spot near the ceiling and pull from there without even using a tool. If you are lucky it will come off in large sheets. Often the top layer of the wallpaper will come off and leave an off white or yellowish paper on the wall. You will have to spray this and scrape it off. Be sure to put a large sheet of plastic on the floor along the walls so you can roll it up and throw it away when done. If not some of the wet wallpaper can stick to the floor. I would also wear a mask so you don't breathe in any harmful in the old paper. Keep children away from the area also.

I use a 50/50 mix of vinegar and hot water in a spray bottle. Saturate the wallpaper and let it sit for a while. Do not let it dry out. Check every so often if the paper will peel off with a putty knife. Use the same mixture to wash the glue residue off.
