A mixture of 1 cup fabric softener and warm water in a spray bottle sprayed on the wall will basically "melt" the glue. Then you can wipe away. I've heard other people use vinegar but I've never done it.
You can wipe down the walls using a microfiber cloth and warm sudsy water made with blue Dawn to remove residue.

I use a scraper when removing wallpaper.....then if all else fails I use a sander when its dry.... sometimes people doing their own wallpaper jobs use some weird sh*t. I had one job where someone used concrete to put a border up.
Mix vinager with water with rag or brush rub on let set a minute or so scrap off with putty knife oe sharp edge may take to application depending on soaking process. Work great for us. Did a whole room like this completely
