Very patiently. Use the wallpaper remover Dif in hot water. Spray on paper, I use a bug sprayer, but a spray bottle will work. Let soak in and scrape off with wide putty knife.
Lots of water.
If the walls were never sized or primer you will have a hard time trying to get it off. It will shred instead of peel and may damage the walls. This is the only time I recommend washing it down, priming with Kilz primer, then painting. Easy solution without the mess.
We have never used a steamer for wallpaper removal. We’ve had great success with the paper tiger wall paper perforator tool and spray on wallpaper remover products similar to these

The Paper Tiger perforator is a great tool but be careful with the pressure so you don't damage the walls underneath.
Mix 50/50 in a spray bottle: warm water & fabric softener OR warm water & vinegar
I used fabric softener. Saturate wall and let it sit to loosen the glue. Using a plastic scraper to remove. Once all has been removed, clean up with warm water and dish detergent with a microfiber cloth.
