How to remove wallpaper that's been put on unpainted plaster walls?

My house was built in the 50s. I was removing wallpaper with a steamer and it was working fine. But under that wallpaper there was more wallpaper that was applied directly to the unpainted plaster wall. I can't find any way to get it off. The steamer doesn't work, wallpaper spray remover doesn't work. Any suggestions?

I had to use a wallpaper puncture tool on mine to get the moisture in there well enough to remove the final layer. IT still took ALOT of time, and unfortunately did remove a little of the top layer of the wall. We ended up having to go back in and texture the walls to avoid removing them all.

Carefully. Unfortunately here isn’t a better way than when removing wallpaper from Sheetrock. In fact, you need to be careful to protect the plaster. Any dings you make will need to be filled.
I recommend downloading a good audio book and settling in for a worthwhile project. Yes it takes a long time, but it’s worth it
Add a little washing up liquid to a bucket of warm water and soak. Concentrate on small areas and have plenty of patienc. I find Alice Cooper or even Billy Joel works wonders!

Score the paper (carefully so you don’t score the plaster) soak the paper with a solution of fabric softener and water. SCRApe the paper off using a paint scraper
We had the same issue, we used 2 tools from a DIY retailer, a wallpaper scorer and a paint scraper. The wallpaper was scored first, then we applied a 50/50 solution of vinegar and water and sprayed that on and let set for a 1/2 hr. We then used the scraper and the paper literally peeled right off.
