You can actually clean the paneling really well and prime and paint it. It will look like vertical shiplap if you leave the lines. If you do not want lines fill them with wood filler, sand to make even then paint.
If there's sheetrock behind the paneling, you can try removing it. If the paneling is glued onto sheetrock, then I would get 1/4 inch sheetrock and put it on top of the paneling.

I agree. make sure it's clean and dry. Prime with Kilz primer then paint.
Fill in grooves, use textured paint. Cover wall with 1/8" wallboard or heavy grade wallpaper that wouldnt dip into grooves.
