Paper or Artex?
you can spray small sections with water and scrape from there. We just remove popcorn in our new house. We used a putty knife. If you damp it enough it should just scrape off with ease. when it's damp you should barely have to scrape it. I recommend covering floor and half way up wall with plastic. Doing this will be easy clean up. All the popcorn just falls into it and you can roll it up and throw away.

I've taken off the popcorn from 4 rooms so far. The easiest and safest way with little gouging is with a tool from Home Depot. it's a large blade with a frame underneath to clip on a small bag. I've done by just wetting the ceiling and scraping with a putty knife, but the popcorn got everywhere and I left gouges. You will still have to sand, but the look is so worth the time.
We used a two gallon sprayer, wetted down 4x8 foot sections at a time, then waited about 10 mins. to soak well. Then we used a 10 inch drywall taping knife attached to a 12 inch vacuum attachment with two long rigid sections to a 16 gallon shop vac. Very fast and clean once you figure out the right amount of pressure and correct angle to avoid snagging or tearing paper, but you get it ALL off in one swoop.
