Yes, as long as the floor is clean, dry, and level.
i would clean it very well and make sure the surface is smooth first.
No. It may stay for awhile but cement is "toothy". Eventually...and sooner than later most likely....you'll have to replace it. However, if you have an artistic hand it can be painted and coated several times.

Do you know to what degree the cement floor is level? Chances are it is not level, or there are portions that are not. Even if the tiles seem to stick at first, eventually, they will start coming up or cracking due to the surface below being not level. Depending on where they start coming deattached, it could be a big safety issue- causing shoes or toes to catch, tripping, falling, vacuum cleaner heads to get caught, etc,, moisture to get under the lifted portions, and so on.
The tiles will not be easy to try to reattach. In order for any new glue to adhere properly, all the old glue will have to be removed. The tiles will probably rip and tear, leaving bits partially glued on to the concrete floor. It will be a huge mess.
Even though it may seem like a quick solution to covering your concrete floor, do not attempt this without first learning if you need to install either a subfloor, underlayment, or both.

I did it about 15 years ago in my basement family room. I just had to make sure any small holes or raised bumps were leveled out. It still looks like new!!

We put ours on an old hardwood floor. There had previously been a carpet on it .. just took the rug out (get all the staples out) , and it worked perfectly.. We have a really old house, and we had to pay $500.00 to have the old carpet out, & approximately $1,000. for vinyl plank to be installed. We did the whole top floor .. kitchen, dining room; long hallway, and the bathroom (which is huge) . For the 2 bedrooms .. off the hall way we had lino planks .. they matched pretty good & all I have to do is vacuum & using a sponge mop with a little vinegar & water, and wipe it down. It's gorgeous & I'd recommend it to anyone!
