yes. as a temp solution to tracking in mud etc. the rug may "walk" over the carpet. not real great for the fibers,
yes, i think people do this all the time with say, wall to wall carpet - they add an oriental rug where ever they like! The only problem I see is infringing on the clearance space you need to open doors. I suppose also - you'd want the arrangement of the furniture to be pertty much the way it's going to stay as it would be a real pain to change things around.

Yes , with a word of caution, we put a 1k impirted Persian wool style rug over light beige wall to wall and it stained the light beige wall to wall beneath. We replaced the wall to wall before listing and selling the home. Professional carpet cleaners could not remove the bleed/ stain.

yes you can! Lay a plastic tarp or drop cloth on the carpet before putting the rug in place to prevent spills and pet accidents from penetrating into the wall to wall carpet. Occasionally remove this layer and launder.
