It depends. A lot of variables here. It is always best to remove old flooring before installing new flooring. Can you post a photo? What type of tile is down now? Vinyl? Saltillo Porcelain? Ceramic? By placing new floor over old, you create an awkward height difference to any adjoining flooring, thereby creating a tripping hazard.
It is possible, but I'd check with a flooring company for your specifics. You may want to remove old tile.
Be careful adding additional layers of flooring as it can impact doors opening properly.
