What is paper bag flooring??
Yes you can, but why would you put all that time and energy in a floor that is not level?
You can buy a leveling product in the cement section of a big box hardware store or put down an underlayment.
You need to either take up or have your uneven flooring fixed. Don't add anything that will amplify the problem.
The paper bag flooring will conform to what ever it underneath it... it will not level out a surface that already has problems. Take care of the leveling problem first. Remove the old flooring, or use a leveling product...You may have foundation issues.... fix those problems first... then put down your new flooring... you will be glad that you corrected the problem rather than just applied a temporary bandaid
