No. They sell special underlayment in rolls where they sell the laminate flooring.
thats actually the way it used to be done, but this won't provide a moisture barrier. It will say right on the rolls (moisture barrier) when you buy the barrier in any one of the big box stores or one of your local flooring stores. There are varying costs of course.
use the under-layment recommended by your flooring product... otherwise you may have problems with the floor
