    You should not use any liquid on paper flooring. Paper flooring is a big mistake for that very reason. No matter how well 'sealed' it is, water will find a point of least resistance ( like a seam) and seep in and under the paper. Then the paper is destroyed. If you have a floor covered in paper, just use a dust mop on it every day. Don't even sweep it with a broom. If you want to remove your 'paper flooring' just get it wet and start scraping! I'm jus sayin...

    The use white glue, like Elmers Glue or PVA glue. Then they use polyacrylic/ureathane top coat to finish the floor. https://www.youtube.com/watch?v=jEqKl3G-cHI

    You can create a beautiful, unusual and very durable floor by gluing pennies on the floor. Or use the lowest denomination coin used in your country. Clean the floor very well first. Use a heavy-duty construction-type glue, something used in the building industry. You could use CD or DVD discs in the same way. Broken plates. Broken mirrors. With these items you would grout your 'tiles' (coins, discs, plates, mirrors etc) 24 hours after gluing them to floor. Let grout dry 24 hours, then you can start walking on your new floor. Or book covers from hardback books, remove all the pages first and lay it out flat. Just look at anything around you with a different eye. Look at anything in your home and imagine it being a 'tile' that you could tile your floor with. If it will lay flat and be sturdy enough to walk on and clean, and if you can find enough of the material very cheaply, use it to 'tile' your floor. No one else will have a floor like yours, and everyone who sees it will talk about it. Soon, you will have people coming to your office just to see your floor. I'm jus sayin...

    Elmer's glue and other white glues are called PVA, pol vinyl adhesive. This should help you find a cheaper brand that is in your area. Don't bother buying Elmer's by mail - it's a liquid and therefore would be very heavy and expensive to post. Elmer's is not an exclusive formula, you should be able to find a white, pva glue that dries clear in your part of the world. Just so you know, it's a glue used in school, if that helps your search.
