Try Modge Podge so you can use tissue papers (either smoothed out or lightly crinkled), cheap wrapping paper, pictures from magazines, or something you like (maybe an uncolored page from one of the fancy, new, coloring books normally used with pencils) that you print out over and over again to fill the space you need. Maybe you can get away with only doing a center area and framing it after with wood trim or a fat sewing trim. That way it could easily be formed into a circle or an oval.

You sure can. But a real pain in the neck working overhead and if you ever want to remove it.
don't use adhesive paper on the ceiling as it may not hold for long.
I sure wouldn't, cause if it fails, its gonna be a nightmare to remove.
Better to just fix the problem using joint compound, tape if needed, drywall screws, primer and paint.
