I've used the little Velcro kits from any Home depot type store. Both ends and each side of the rug.
It's very hard to keep a throw rug on top of carpet. This is why it keeps bunching up. A throw rug should not be used on top of carpet. Either you use the rug or the carpet you can't use both. Try putting the throw rug at the entrance of the room where you have the carpet. Good Luck!
Have you tried placing a rubber runner under it?
They make a carpet to carpet tape that is 3" wide and a sticky netting design, works great, i got it in True Value and the carpet section of the home store.
