Try a good quality wood glue and tape or clamp it down until dry. When wood glue dries, it's actually stronger than the wood itself.

Ditto on giving tbe laminate the boot. Your steps are not going to be safe if the treads are made up of more than 1 board. In the mean time you need to replace the bull nose with something that can be nailed in place. Or put some holes in what is there and screw it down.
