I'd like to put vinyl tile or sheet vinyl over the ceramic.
You can clean out the old grout and put in new grout. There is a blade that goes on the multitool for this job, then a handheld to finish the job of removing grout.

You would have to remove the white grout with a grout scraper. Be very careful not to scratch your tile. Then when it's all cleaned out and clear of debre, then put the new grout. You have to put the new grout in with a rubber grout float.
Try staining your grout! Always easier to go darker.
