If it were me, I would paint it a neutral color like gray or beige. Then I would put down some area rugs. You can get them very inexpensively at 2nd hand stores or even new at places like Walmart. They make good quality ones now that are inexpensive. Hope this helps. I think area rugs like oval rag rugs or sitting area rugs will help hide the bumps in your floor. If all else fails, a braided rag rug can be made by hand by just using strips of material, braiding them, and stitching them together. You can get boxes of material by going to the yard sales around town at the end of the day and offering a dollar or two for a bulk of clothes they did not sell all day but don't want to haul it back in the house! We have done this and first visited the yard sales in the morning, jotting down the addresses, and returning in the afternoon before they closed to make offers. Hope this helps. Area rugs can help. We have a less than perfect
ly smooth and level concrete laundry room floor and rugs and paint worked very nicely.
If only a small area is bumpy you could sand it and then do whatever you want. If you can get a deal on engineered flooring you could lay a thicker foam underlayment and that will probably do. Otherwise wall to wall carpet can be had inexpensively, and again the underlayment can make up for bumps. If you can sand it or relevel, there are some great things on hometalk showing how to stencil a concrete floor to look like cement tiles that look fanstastic!
