How do I install vinyl plank floor?

I'm installing that new vinyl plank flood as a replacement to the Pergo flooring we put in years ago.
It will be on a cement slab. I know we put a vapor barrier and padding under the old floor but if the vinyl planks are water proof do we still need the vapor barrier? Will the dampness from the cement affect the planks?
