I read this on Pinterest. Haven't tried yet but makes sense. Put hot glue on the back of rugs. Let cool. This should keep them from moving. Hope it works.
I haven't tried this myself but remember reading this technique: zig-zag hot glue on the back of the rug. The friction of the glue on the floor should keep the rug in place.
Hot glue will definitely damage. They make grippers for floors. But remember if you keep a rug in the same place to long it will cause a dark spot on that space.

I bought some silicone rug grippers. They attach to all four corners and has worked really well...

I used the rubbermaid shelf liners.
Hot glue was a no go. Guessing because we haven't redone the floor.
There is a rug pad or 2 inch disk option product sold specifically for this purpose.
