How do I keep my rugs on top of carpet stay in place?
I have a long shag runner, which is very thick, in my hallway to protect the light colored carpet. The rug consistently moves to one side of the hallway. I have tried the foam sheets that are meant to keep rugs on hard floors from moving, but that didn't work. I ended up nailing it down and that didn't work! I finally used the wood carpet tack strips that carpet layers use around the floor edges. Nothing has worked at all.I also have a 5x7 area rug in the bedroom that is much thinner than the runner. I actually used 2 way tape to keep the edges down but it keeps getting a big fold in the center. I hope someone can help. Thanks!

I don't have an answer unfortunately but the problem is not the top rug but more likely the pile of the carpet on the bottom. Meaning the pile does not lay exactly upright and leans into a specific direction which leads the top runner to creep in that direction.
It will never work. Actually rugs on rugs ruin each other . Never meant to be used that way. The top rug sands the bottom rug, the bottom rug harms the backing of top rug. Go carpet only or do a hard floor and use area rugs.

I had the same problem at my back door with a throw rug. Needed something to hold my rug in place where everyone stepped in from the garage on to my light colored dining room carpet. The only things I ever found that even began to work were rug anchor anti slip pins. I bought them on Amazon. You put them through your throw rug at an angle and into your carpet below. They didn't cost much so may be worth a try. I too tried the corner tapes and many other solutions. good luck
