If they're in good shape, you could tile the risers. I'd be cautious about the treads - don't want them to be slippery!

You will need to clean (probably scrape quite a bit) and remove as much of the paint as possible, sanding edges so they gradually are smooth to the touch. Then etch the concrete. If at all possible, your best best would be remove all the paint and then stain. If not, just put as much effort as possible to removing the old paint. You might begin with pressure washing but be careful not to use a nozzle that will damage the concrete.

Hello Margaret, You might look into products by Rustoleum for garage floors. Very long lasting and they have different colors for the base and then you scatter chips for texture before adding a sealer. I used a similar product for a basement home laundry room and it wore well. Here's a link to one product but there are many available from Rustoleum. Just follow the instructions provided. Most of the big home improvement stores have samples of the product which could help you decide whether you'd like the look.

Do they just need to be painted or do you need the cement fixed? You may be able to get away with just patching and cement paint.

Habitat for Humanity sells procelain tiles for .25c. I would clean the concrete with a power washer and then put porcelain tiles on the steps. Make sure you get textured tiles so you do not slip. Or you can buy rubber risers.

If you took all the paint off then re surfaced the cement to freshen them up

They make a special paint for concrete and it even has some sand mixed in it, so that it is very non-slip.
