Unfortunately, the best thing is plain old elbow grease and a scraper. They make floor scrapers for this very purpose. There are also a number of solvents on the market which claim to dissolve the glue. But the residue will still need to be scraped. The best solvent will depend on the kind of glue on the carpet. I'd start with plain old vinegar and hot water.
