Have it Plastered over as is
Cover the ceiling with 4'X10' 1/4" drywall made for covering textured ceilings. It's longer that the regular 8' drywall so there is less seams. Caulk where the ceiling meets the walls or put up crown molding.
Before you tackle how-- check for lead with a home kit. Taking it down is messy and tiring but can be done many ways.
