could be structural issue with the floor joists allowing the floor to settle .. but for a cosmetic fix - baseboard / quarter round will help cover the gap ... but won't fix the 'reason' ...

If the joists & floor settle, the walls follow (that's what they're built on... they don't hang from the ceiling.) Sounds like someone didn't finish the joint.
Are the walls sound? Is there damage to the surface (water or kicking?) Otherwise, my guess is a new baseboard would do
What if (1) room (3) walls have this & in middle floor has small bubble?
