You might be able to cut or shave them off. Try one of those lint removers for clothing or even a razor to cut off the burnt part.
Scorched, like burned? Not really an easy fix. Hope you find an answer.
You do not get them off, you trim off the Scorched area with a sharp pair of Fabric scissors. If it is a Big Area like an Inch or larger in diameter, your best bet is to cut it out in a Square shape and Insert a Same Area of Carpet you get from: Under a Furniture or Couch or Entertainment Center and you can glue both carpet Squares to the Pad beneath the Carpet with Elmers glue.
If you do not have a padding, put down Duct Tape and Glue to the tape.

Depending on where it is, if it's too big or can't be repaired, you could always use an area rug to cover the spot.
