Berber holds up extremely well. You should be able to get carpeting with Scotch Guard so it can be cleaned with excellent results.
Vinyl has been improved to be greatly favored. Let tenant use their own throw rugs. Or get a Berber. Read up a lot on it.
There are peel and stick carpet tiles that are cheap and still durable. Some require glue but some already have adhesive. Check these out
