What can I do to get my Rug Runner to stay down, smooth?!

I have a runner, cheap from Walmart that when purchased, it is rolled up and bound.
I bought 2 identical but one has the inevitable bumps all the way down. I tried wetting and rolling the opposite but that did not work. What can I do to get rug smooth?
