Hi Bonnie I like engineered hardwood for an inexpensive floor that looks nice but is also very durable. They come in just about any "look" you would like, in a beach villa maybe a brushed driftwood look might be really pretty.
What do you mean your plumbing company would not install a drip pan? That's simply ridiculous. I would search for a new plumber.

Since you live close to the beach, how about one of the new vinyl plank flooring products? They are really pretty and are easy to maintain. If you track in sand, just sweep up then mop or swiffer.

If you were home you would have heard the alarm, I always suggest to my customers to shut off the heater if going away If gas shut the gas off 1st then shut the water feed. If it leaks after that it will only leak what is is the tank not continuous
I would suggest a tile floor of it is is in an area with concert like a basement I would pain or stain the floor
Bonnie....In my neck of the woods a drip pan is ALWAYS recommended even by company saling....crazy. So sorry about your issue. Any floor would work but make sure it is a during floor the will drain and/or withstand drips or leaks and or course use a drip pan if no drainage. Good luck to you.
I would go with tile. It will be water repellent and sturdy. Bonus is that it is easy to keep clean.
As for future water heater issues, make sure to drain your tank each year to help lengthen the life and lessen chances of issues. You might consider putting in a camera like blink by Amazon or a nanny cam to keep an eye on your water heater to catch issues early.

That's crazy....no drip pan. Hire someone to put in a drip pan. Also a water alarm would help. I have one in my laundry room. Vinyl plank flooring would be the best solution. Looks like ceramic tile, wood, porcelain tile, and stone.
