    You have or have had a leak that will have to be taken care of before doing anything else.Clear out the old rotten wood and replace with new.Smell will go away.

      There was a leak a couple of years ago. if I clear it all out should there not be cement under the pressed wook

    I agree with Barbara ... you obviously have a leak that needs attention then rip out the rotten flooring, let everything completely dry before installing anything new. Perhaps, you can find remnants of sheet vinyl at your local flooring store as replacement when the leak(s) is repaired and the area bone dry. There may be mildew that also needs attention before installing a new floor in the cupboard.

    Just to be clear, for me (I'm old and get tired easy ) Is it the kitchen floor or the floor/bottom of the cabinet? Regardless, the advice above is spot on : remove damage, dry out ( a room fan may be a help - but could take days) , repair with a material like plywood rated for damp/exterior use. All this is DIY if you have confidence in your skills. Good Luck
