You can lay down plywood and cover with self-stick tiles — or even paint the plywood! You can even just cover it up with the self-stick tiles without the plywood. That will work, too! Good luck!

I agree with Janet in part... you can cover it up with plywood (exterior grade) which can be painted or stained and sealed, or have new flooring go over it like vinyl plank, laminate, or hardwood, or cork.. anything you want...
If you want tile.. use the hardybacker made for tile flooring instead of the plywood.. Covering over the dented, torn, stained linoleum with just the self stick tiles...(and no under -layment like the plywood) all of the tears and divots will translate thru the new stuff because it is so thin and flexible.
If there is only one layer down you can put a new one over it, but you might have to patch a little if there are cracks or missing. Get some plaster and fill in little bitty places or deep dents. If you do not cover the dents/holes/missing pieces say in corners etc, the next piece will crack too. He said it is easy and you can get it at the home improvement store. If you hire a professional, make sure HE does the filler for any dents/holes/cracks too. My husband was a floor contractor for some years and he is the one who told me how to answer you.
