A dry wall scraper works well for the pieces that wont come up.

Also to help, try warming it with a hair dryer. That might loosen the glue allowing you to more easily remove it with your scraper.
I’ve always used the biggest stiff putty knife I could find! Even a wide crowbar I ‘be used in some situations! Anything you can get under the flooring to pry it loose from the glue!
depending how bad it is, or loose? You can use floor leveling compound to smooth out the bad areas and sand smooth and lay new laminate over your existing laminate!
