We removed ours a few years ago, and found the easiest way was to spray water on about 2 feet sections at a time the it can easily be scraped off with out that awful dust flying all over the room..
With a wide putty knife and just scrape it off - be warned it will make a mess !!

Remember that popcorn ceilings usually have asbestos in them for one. Cover your floor. Wear a protection mask and spray with water and and scrape with a big putty knife. Very easy
