Using an old (Windex) spray bottle filled with water, spray an area about 4x4, let it soak in for about 5 minutes, and then start scrapping with a stiff putty knife/dry wall spatula. Be careful not to goudge your ceiling. While you are scraping this section, spray your next section. Lay newspaper on the floors to collect the mess. If it seems too dry--add more water. Spray your next section, wait 5 minutes repeat. Keep going until you have it all scrapped off.
first check to see if asbestos is present. if its not there, mist the popcorn with water and scrape off. wear a hat....it's not fun getting it out of the hair, put a drop cloth on the floor.
When I was in high school I worked for a painter and we would cover floor with plastic then wet the ceiling with water. Let it sit for a few minutes then go after it with taping knife , reweting as you go.
