I would Cut off any dying blooms. Take out any Dead or Damaged branches,
Take out or shorten any branches that cross. After all flowers are gone, Trim to Shape and back by 3rd.

I do in December and cut back ruthlessly to first branches, works for me!
In California you was to do it the last of January to middle of February. But I always waited until Easter. Wait until you see new growth coming so you know what stems to cut off completly. And which ones to trim back. It's up to you how tall you want to keep them. I always only left 2 1/2 - 3 ft tall. Always had pretty roses & tons of them on 6. I miss them as renting & don't want to plant them & have to leave them.
