You can still plant roses, but do not expect many blooms until next year. If it is hot where you live, keep well watered and let it establish a good root system. I have even transplanted in the heat of summer (not ideal, but was necessary), and they all survived and the following spring they were beautiful.

You can plant them through fall, they should establish and grow well next year. I love to get all perennials and shrubs on clearance at a steep discount at the end of summer. :)
