No, some mums are perennial and some are annual. The annual ones would need to be replanted. The tag marker that comes in the plant will tell you if yours are annual or perennial.
Yes as long as you cover the ground with pine straw
they should providing that they were planted in a spot that has suitable light/water/soil conditions....they are slower to come out of the ground in the spring so don't expect to see them first thing
